WA / OR Trunked Licenses

Licenses that show rebanded are not necessarily switched over to the rebanded frequencies.
Any notes are my opinion on what is going on.  If you monitor one of these systems, let me know what is really going on.

I have noticed that the process is that the licensees:
1) add the rebanded frequencies to their license
2) after all of the kinks are worked out they switch over to the rebanded frequencies
3) delete the old frequencies from their license
